
| THINGS “Culture Grows”: it is the incentive that supports the birth and growth of entrepreneurial initiatives, also non-profit, in the cultural and creative supply chains in Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily. The measure is promoted by the Ministry of Culture and is managed by Invitalia. Notice deadline: ore 12.00 of the day 10 December 2025 To those who turn “Cultura Cresce” is divided into three lines of intervention. Consolidation of companies operating in the cultural and creative supply chain (Capo A) Companies established for over 5 years, including social enterprises, that they carry out – exclusively or predominantly – one or more of the following activities: ideation, creation, production, development, diffusion, promotion, conservation, research, enhancement and management of assets, cultural activities and products, including auxiliary or support activities, provided that they are strictly functional to cultural and creative purposes. Support for new businesses operating in the cultural and creative supply chain (Capo B) team of natural persons who want to set up a new business businesses established by no later 5 years, including social enterprises, that they carry out – exclusively or predominantly – one or more of the following activities: ideation, creation, production, development, diffusion, promotion, conservation, research, enhancement and management of assets, cultural activities and products, including auxiliary or support activities, provided that they are strictly functional to cultural and creative purposes. Social enterprises, Third Sector Bodies, associations and foundations operating in the cultural and creative supply chain (Chief C) Social enterprises, Third Sector entities, associations and foundations – consisting of at least 2 years – who carry out economic design activities, creation, production, development, diffusion, promotion, conservation, research, enhancement and management of assets, cultural activities and products, including auxiliary or support activities, provided that they are strictly functional to cultural and creative purposes. What can be done: Spending programs that are eligible for relief are: 1. have an amount not exceeding 2,5 million euros (Capo A and B) o 500.000 euro (Chief C), relating to investments and working capital 2. they are located in Basilicata, Calabria, Campania, Molise, Puglia, Sardinia or Sicily 3. are made within 24 months from the date of the financing contract 4. are included in the following cultural and creative supply chains: musica, audiovisual (including films/cinemas, television, video games, software e multimedia, radio) theater, dance and other performing arts tangible and intangible cultural heritage (including archives, libraries and museums) visual arts (photography included)architecture and design, literature and publishing, moda, artistic craftsmanship They predict investment projects, in single or aggregate form, attributable to the following types: acquisition of means of production and establishment of new activities that favor the integration of the supply chain within the cultural and creative sectors involved; development of new processes, products and services by cultural and creative businesses that connect knowledge of the territory and cultural production; organizational innovation of the promoting companies, capable of promoting quality work, also to attract and retain already trained human resources in the area promote an increase in turnover, the creation of new jobs and the social inclusion of young people and women. The concessions: Cultura Cresce offers the following mixes of financial benefits, as well as tutoring services. For the consolidation of companies operating in the cultural and creative supply chain (Capo A) a maximum financing of 80% on spending programs is envisaged (investment and working capital) until 2,5 million euros: 30% at a loss + 50% of financing 10 years at zero interest and in any case within the limits of the provisions of the article 53 of the Gber Regulation. For support to new businesses operating in the cultural and creative supply chain (Capo B) a maximum financing of 80% on spending programs is envisaged (investment and working capital) until 2,5 million euros: 30% at a loss + 50% of financing 10 years at zero interest and in any case within the limits of the provisions of the article 22 of the GBER Regulation and/or the de minimis Regulation. For social enterprises, Third Sector Bodies, associations and foundations that carry out economic activities and operate in the cultural and creative supply chain (Chief C) a maximum financing of 80% on spending programs is envisaged (investment and working capital) until 500.000 euro: 40% at a loss + 40% of financing 10 years at zero interest and in any case within the limits of the provisions of the de minimis Regulation. Investments include: plants and machinery, masonry works (within the limit of 20%), multi-year assets and specialist consultancy. Working capital, subsidized within the limit of 20% of permitted investments, comprehends: raw material, utilities, rental fees, services, personnel expenses, bank and insurance guarantees. Tutoring services are also provided for all beneficiaries, which can also be used electronically, up to a maximum value of 10.000 euro, within the limits of the de minimis Regulation. The tutoring starts following the admission resolution and is aimed at the technical-administrative improvement of the obligations for the stipulation of the financing contract, assistance in the implementation of the business project and the preparation of the documentation required by law. The involvement of sector professionals is also envisaged for the transfer of strategic skills and for the best consolidation and development of the financed initiatives. Questions can be sent only online from hours 12.00 of the 10 December 2025 through the personal area of Invitalia and are examined based on the chronological order of presentation. The incentive does not include rankings. To request the benefits it is necessary: be in possession of a digital identity (Spid, CNS, CIE)access the personal area to fill out the application online, upload the business plan and attachments To complete the application submission procedure it is necessary to have a digital signature and a certified email address (PEC). Once the application has been completed and sent electronically, of the business plan and related annexes, an electronic protocol will be assigned. The business plan – drawn up exclusively using the forms made available by Invitalia – must contain: 1. all the data of the proposing party, the description of the proposed activity and the correlation with the objectives envisaged by the purposes of the individual interventions within the reference areas 2. market analysis and related strategies 3. purpose of the proposed initiative with respect to the reference area 4. the technical aspects, productive and organizational 5. the economic-financial aspects. The merit assessment of the applications is based on the following criteria: 1. credibility of the subject in terms of adequacy and consistency of the skills possessed by the proposing team with respect to the proposed activity 2. potential and analysis of the reference market 3. quality of the project proposal in terms of technical feasibility and consistency with the strategic directions, the aims and guidelines of the PN Culture 21-27cultural impact, social, employment and environmental 4. quality and economic and financial sustainability of the proposing entity in relation to the proposed initiative 5. ability of the project to enhance the youth and female composition, to include people with disabilities, to foresee collaboration strategies between companies and possession of the legality rating. The evaluation process includes a interview with the Invitalia team to present and explore all aspects of the business plan.
