Research and innovation: new opportunities for businesses and research centres

Applications can be submitted by 14 maggio 2025.
The compilation procedure is available from 30 April 2025. Intervention of the National Research Program, Innovation and Competitiveness 2021-27 in support of research and development projects, to be implemented in the territories of the less developed regions, consistent with the technological sectors falling within the scope of application of the regulation (UE) n. 2024/795, establishing a strategic technologies platform for Europe (Strategic Technologies for Europe Platform – STEP).

The resources: With the ministerial decree 25 October 2024 resources equal to were made available 400 million euros.

To those who turn: Companies of any size with at least two approved financial statements at the time of submitting the application for benefits can benefit from the benefits, who carry out industrial activities, Agroindustriali, artisans and research centres. Research organisations, agricultural companies and industrial service companies can be co-proposers of a joint project with the aforementioned entities.

What to finance: Projects concerning industrial research and experimental development activities aimed at the creation of new products, processes or services or the remarkable improvement of products, existing processes or services through the development of the critical technologies identified by the STEP regulation.
The projects drawing on the resources referred to in the Action 1.1.4 – Collaborative research must include eligible expenses and costs of no less than 1 million euros and not exceeding 5 million euros and have a duration of no less than 18 months and not exceeding 36 months. The start of project activities must take place after the date of submission of the grant application and in any case by 3 months from the granting of the same. Research and development projects must be carried out collaboratively, alternatively according to one of the following methods:
a. project carried out jointly, that foresees:
-a maximum of three proposing subjects, including the lead company;
-at least one micro, small or medium-sized enterprises among the proposing entities;
-that each of the proposing subjects supports at least the 10 percent of eligible costs;
-the use of the network contract instrument or other contractual forms of collaboration.

b. project created by a micro, small or medium-sized enterprise or a small mid-cap enterprise, which involves the participation of one or more parties external to the company, independent of it, who contribute to the project activities through research services, consultancy services for research and development and/or contractual research, whose value is at least equal to 10 percent of the total eligible costs of the project.
The projects drawing on the resources referred to in the Action 1.6.1 – Support for critical STEP technologies must include expenses and eligible costs not less than 5 million euros and not exceeding 20 million euros and have a duration of no less than 18 months and not exceeding 36 months. The start of project activities must take place after the date of submission of the grant application and in any case by 3 months from the granting of the same.

Eligible subjects, of any size, they can present research and development projects as a single proposing entity or joint projects, up to a maximum of five co-proposers.

The concessions: are allowed, within the limits of the maximum aid intensities and individual notification thresholds established, respectively, from the article 25 and from the article 4 of the GBER regulation, in the following competing forms:
– in the form of subsidized financing, for a nominal percentage equal to 50 percent of eligible costs and expenses;
– in the form of a direct contribution to expenses, for a nominal percentage of the eligible costs and expenses broken down as follows:
-35 percent for small businesses;
-30 percent for medium-sized companies;
-25 percent for large companies.

For research organisations, the benefits are granted exclusively in the form of a direct contribution to expenses, for a nominal percentage equal to 60 percent of the costs and expenses eligible for industrial research activities and equal to 40 percent of eligible experimental development costs and expenses.

Methods and terms for the submission of facilitation applications
By directorial decree 3 April 2025 The terms and methods for submitting subsidies applications have been established. From hours 10.00 of the day 14 maggio 2025 Companies can present, also in joint form, applications for relief. The procedure for completing the application for facilitation and further attached documentation is made available on the website of the manager starting from 30 April 2025.
