Media and digital literacy to protect minors
Contribution to De Minimis for the realization of digital and media literacy projects, of a communicative and educational nature, in favor of minors
Things: The intervention has the strategic goal of selecting, financial and promote digital and media literacy projects, of a communicative and educational nature, in favor of minors, also of an innovative nature, that are focused on at least one of the following lines of intervention:
• Prevention of the phenomenon of cyberbullying or any other form of violence, inconvenience, blackmail and denigration made on minors, through the unsuccessful use of new technologies;
• Support for parenting for an growth of knowledge regarding the use of the web and related risks;
• Prevention of possible other abuses deriving from an exposure of minors to the web, With particular attention to the related risks connected to emulation, Online adapting, to social isolation, to digital manipulation and dependence on social media ";
• Development of knowledge on digital citizenship for a conscious use of new technologies by minors and promotion of algorithmic awareness and the critical sense by teens (subjects between the 14 and i 18 years not completed).
Projects must guarantee attention to the superior interest of minors, to protect their needs and relationships in the digital environment, and necessarily be directed to the primary target of minors aged among the 8 and i 18 years not completed. In addition, they can also be directed to the secondary target consisting of parents, Educators and teachers, operators who deal with minors.
The intervention is governed by the decree 9 June 2023 Business Minister and Made in Italy.
The resources: For the realization of the projects they are available overall 1,7 million euros.
The contribution is granted up to a maximum of 80% of the eligible expenses for the realization of the project. The maximum amount of the contribution for each project partnership cannot exceed, in any case, The limit of 340 thousand euros.
To those who turn: Companies operating as media service providers can apply as leader of a partnership, of which a third sector of a non -commercial nature must be compulsorily part (ETS) and a company that operates as a supplier of platforms for video sharing.
In the partnership, further partner subjects such as:
• Other companies operating as suppliers of platforms for video sharing;
• Other companies operating as media service providers;
• Audiovisual production companies and video games;
• public or local public administrations;
• School and/the educational and/the recreational.
What to finance: The intervention supports the development and experimentation of educational project proposals to protect minors and media and digital literacy, also with regard to the prevention of possible abuses and harmful behaviors.
Eligible projects must necessarily provide for the implementation of the actions of:
• Creation of educational materials, which guides, video tutorial, infographics, quiz, Interactive games, podcast, audiovisual format, usable in the media and on web platforms
• Realization of awareness campaigns in the audiovisual media, on web platforms to promote awareness of the importance of media and digital literacy.
Optionally, the implementation of courses or workshops may also provide, To be offered in presence and/or online on web platforms, with the involvement of sectoral experts e, possibly, In collaboration with libraries, juvenile aggregation centers and other organizations operating in the reference sector.
For the purposes of admissibility, The project proposals must have the following characteristics:
• be presented by a partnership with a participation of the AES partner between the 30% and the 50% of the overall amount of the project;
• provide for innovative technological elements and technological solutions to support the design actions;
• predict that the activities are completed no later than the 30 September 2025.
How it works: The company that acts as a leader can present a single design proposal and cannot participate as partner in other design proposals.
Partner subjects who do not participate as leader in a partnership can also participate in other partnerships.
Within 30 (thirty) days from the publication of the final ranking of the projects admitted to the contribution, penalty, Companies leader of the projects admitted to the contribution must enter into with the ministry a specific agreement.
Following the signing of the Convention, The Ministry will transfer the contribution recognized in relation to the project admitted to the leading company beneficiaries according to the following methods:
• First delivery by way of advance equal to 50% (Fifty percent) of the contribution assigned;
• Second delivery, equal to at least the 40% (forty percent) of the contribution assigned, in the face of the support of expenses equal at least to 50% (Fifty percent) the total cost of the project,
• balance, equal to the residue 10% (Ten percent) of the contribution assigned, after transmission, by 31 October 2025 of the "final project report".
The concessions: The share of the contribution due to the leader of the partnership, and to the additional partner companies present in the partnership, It is granted as De Minimis, Pursuant to the Regulation (UE) 2023/2831 of the Commission of 13 December 2023, within the limits of the aid ceilings provided for for the single company, equal to euro 300.000,00 (Three hundred thousand/00), calculated on the previous three years.
Methods and terms for the submission of facilitation applications

Applications for access to the contribution must be submitted by the leading company to the Ministry exclusively via PEC, at alphabeta@pec.mimit.gov.it, starting from the day of publication of the notice and until hours 12:00 of the 30 August 2024.
