| The public notice is part of the national policies to support books and reading, valorising independent bookshops as essential cultural centers to strengthen social cohesion, promote access to culture, support the local economy and improve the quality of life of communities. The initiative, financed with a total budget of 4 million euros, aims to promote youth entrepreneurship under 35 and the opening of new sales points throughout the country, in order to counteract the so-called “book deserts” and guarantee the cultural vitality of the territories. The resources are divided into two specific lines of intervention: a fund reserved by 1 million euros, dedicated exclusively to small municipalities totally devoid of bookshops;a main fund from 3 million euros, intended for the rest of the national territory, which gives priority to openings located in internal areas, in the metropolitan suburbs and in areas without cultural facilities. Territory of intervention Entire national territory Proposing Entities Requirements Young under 35 (specifically, who has not reached the age of 35 on the date of 28 December 2024) owner or legal representative of an independent bookshop. Direct recipients They coincide with the proposing subjects Additional requirements Bookshops belonging to chains or large publishing/entrepreneurial groups are excluded. Specific requirements Reserved Fund (1 Million € – Small municipalities “book deserts”) – Location and Uniqueness: The library must be located in a “small town” (L. 158/2017) where no other book sales outlet exists. – It must be the only point of sale with those ATECO codes in the municipal area. – Opening date: The activity must have been started after 30 December 2023. – Turnover constraint: the certification of a professional who certifies that the sale of books represented at least 30% of the total turnover for a minimum period of two months prior to the application. – The ATECO code 47.61 o 47.79.1 may be non-primary, provided that the primary activity is publishing (58.11) or newspaper/stationery trade (47.62). Specific requirements for “Activities to start” (Main Fund from 3 Millions €) – Opening deadline (SCIA): If the bookstore isn't open yet, the subject must undertake to submit the SCIA to SUAP by 180 days from the communication of the positive outcome of the investigation (under penalty of forfeiture and restitution of the funds). – Suretyship Policy: If you request an advance payment 50% on cost estimates (not yet invoiced), it is mandatory to present a surety policy as guarantee. For businesses to start, a self-declaration is required certifying the location in Internal/Disadvantaged Areas (SNAI), metropolitan suburbs or territories without state bookstores/libraries, to obtain evaluation priority. Eligible expenses – Restoration of premises intended for resale (by way of example: renovation works, maintenance and regulatory compliance). – Purchase and setup of shelving. – Installation of security systems, such as the fire prevention system, the surveillance and anti-shoplifting system. – Creation of the IT network and digitalisation of the activity. – Administrative charges, with the exclusion of taxes, taxes and contributions due by law. – Training courses and/or tutoring activities administered by specialized operators or industry associations (for this item a further contribution of up to is foreseen 1.000 euro). Ineligible expenses – Taxes, taxes and contributions due by law (es. IVA, income taxes, mandatory social security/welfare contributions). – Expenses exceeding the ceiling (beyond i 24.000 euro, plus any extra 1.000 euros for training/mentoring). – Expenses not foreseen by the Article 8 (es. purchase of the property, of the warehouse/books to be resold, ordinary management expenses such as bills, rent or salaries, furnishings not functional to the exhibition). – Expenses documented only by estimates (for activities already started, Only expenses already incurred and documented by receipted invoices are eligible). – Expenses for purposes other than those foreseen in the announcement (not strictly linked to the opening, restoration, set-up or digitalisation of the point of sale). Resources available The total financial allocation is 4.000.000 euro. The resources are divided into two macro-areas: – 1.000.000 euro (Reserved Fund): Intended exclusively for libraries started after 30 December 2023 in the “small municipalities” totally devoid of other book sales outlets (the so-called “book deserts”). – 3.000.000 euro (Main Fund): Destined for the rest of the national territory, for already started libraries (after 30 June 2024) or yet to be started, with priority for internal areas, metropolitan suburbs and territories without bookstores or state libraries. Maximum amount that can be requested is 24.000 euro with further contribution up to 1.000 euro if expenses for training courses or tutoring activities are documented.
