The intervention supports the realization of industrial research projects and experimental development of strategic importance for the production system.
The eligible projects must be consistent with the thematic areas of the national intelligent specialization strategy (SNSI) or aimed at identifying technological trajectories and evolutionary application of the same.
The measure, activated in the context of the Sustainable Growth Fund (FCS), It is intended for the support of the projects of companies admitted to subsidized funding of the Fri (Rotative fund for support for businesses and investments in research), accompanied by direct contributions to shopping in support of activities.
The intervention, which provides for the Cassa Depositi e Prestiti competition and of the affiliated financial banks participating in the Italian Banking Association, is governed by the decree 14 September 2023 Business Minister and Made in Italy.
The opening of the intervention is intended for the support of the projects carried out in the less developed regions (Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily).
The resources
For the facilitation of projects, to be carried out in the less developed regions, are available:
• 328 millions of euros for the granting of subsidized loans, to be valid on the resources of the Fri;
• 145,43 millions of euros for the granting of the contributions directed to the expenditure, to apply to the resources made available following the closure of the operational programs 2007-2013.
To those who turn
Companies of any size with at least two financial statements approved at the time of submitting the application for facilities, who carry out industrial activities, Agroindustriali, artisan, of services to industry and research centers, which present projects individually or in joint form.
What to finance
The intervention supports research and development projects consistent with the thematic areas of SHSI, with particular regard to the development of the following specific qualities of fundamental qualifying technologies:
• Advanced materials and nanotechnology;
• Fotonica and micro/electronic dwarf;
• Advanced production systems;
• Life Sciences technologies;
• artificial intelligence;
• Digital connection and safety.
Industrial research and experimental development activities must be aimed at creating new products, processes or services or the remarkable improvement of products, Existing processes or services.
The eligible projects must also:
• be made in the context of one or more local units located in the territories of the less developed regions (Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily);
• predict eligible expenses and costs not less than 3 millions and not exceeding 20 million euros;
• have a duration of not less than 12 months and not exceeding 36 months;
• be started after the submission of the application for facilities.
The concessions
Shopping contributions, for a maximum percentage of the expenses and eligible costs of the project:
• equal to 30 percent for small businesses;
• equal to 25 percent for medium enterprises;
• equal to 15 percent for large companies, not falling within the definition of SMEs;
• equal to 10 for a hundred as an increase, due, due in compliance with the conditions established by the paragraph 6 of the article 25 of regulation n. 651/2014 in relation to the projects carried out in the regions of the South (less developed regions, falling within the areas of the article 107, paragraph 3, letter a) tfue), to those who provide partnerships with small and medium -sized enterprises, That is, conditions for the wide diffusion of results or access to them at market price and non -exclusive and non -discriminatory conditions.
Successful funding from Cassa Depositi e Prestiti as valid on the resources of the Fri, for a nominal percentage of expenses and eligible costs equal to 50 percent. In case of access by small and medium -sized enterprises to the increase in the contribution to the expenditure of the 10 percent, The subsidized loan can be granted to an extent equal to 40 percent of expenses and eligible costs.
Banking loan is associated with the subsidized loan, of amount not less than 20 percent of expenses and eligible costs. Methods and terms for the submission of facilitation applications

Co-financing of the Regions, Autonomous provinces and other interested administrations
The regions, The autonomous provinces and other public administrations of the entire national territory to co-finance the measure pursuant to the article 2, comma 5, of the ministerial decree 14 September 2023.
The procedure for co-financing is indicated in the article 13 of the directorial decree 7 maggio 2024 (as amended by the decree 4 July 2024). The administrations concerned must present an expression of interest for the signing of the agreement with the Ministry, in the form of a framework agreement drawn up according to the scheme referred to in Annex n. 19 to the directorial decree.
The demonstrations of interest must be presented exclusively electronically to the Directorate General for incentives for the companies of the Ministry, at the PEC dgiai.fcs@pec.mise.gov.it address by 90 (ninety) days from the issue of the directorial decree 7 maggio 2024 (as amended by the decree 4 July 2024).
The Ministry contributes to the co-financing of the framework agreements with the co-financial administrations through the resources of the Frinese to the concession of subsidized loans.
