The Foundation with the South launches the call “Welcome home”: 5 millions of euros for social housing projects for vulnerable people and families in the Southern regions. An opportunity to experiment with inclusive housing models, proximity services and supportive communities.
The call aims to promote autonomy and housing stability for people and families in economic and social vulnerability in Southern Italy, through sustainable practices of social housing and community welfare. The projects will have to experiment with integrated approaches that combine residential and social dimensions: flexible housing models, proximity services, personalized accompaniment and active participation. The long-term objective is to spread exemplary strategies to combat housing hardship and a new culture of living in supportive communities, inclusive and regenerated. Allowed duration of the project: and 36 a 48 months
Territory of intervention: regions of Southern Italy in which the Foundation with the South operates: Basilicata, Calabria, Campania, Puglia, Sardinia and Sicily.
Direct recipients: people and families in conditions of economic and social vulnerability residing or to be inserted in the regions of Southern Italy (Basilicata, Calabria, Campania, Puglia, Sardinia, Sicily).
In particular, the notice identifies the following priority categories:
- Foreign people and newly-adults leaving reception systems
- Fragile people in deinstitutionalization processes: women victims of violence, prisoners/ex-prisoners, elderly people, people with disabilities
- Homeless people and Roma and Sinti communities living in informal settlements
- Large families and single-parent households
- Young people and students in precarious economic or working conditions
- People at risk of losing their housing following unforeseen events (loss of job, separations, mourning, ecc.)
The projects must guarantee housing solutions that ensure autonomy, privacy and social inclusion, accompanied by personalized paths to strengthen economic and relational autonomy, with particular attention to the active participation of beneficiaries in the shared management of spaces and services.
Proposing subjects: Proposing entities must comply with the following requirements:
Responsible party (leader):
- Third Sector organization registered with RUNTS, established before January 1st 2024 (the same will handle at least the 65% of the contribution).
- Registered and/or operational headquarters in one of the Southern regions (Basilicata, Calabria, Campania, Puglia, Sardinia, Sicily)
- Activities consistent with the mission of the Foundation with the South
- They can submit only one proposal and must not have ongoing projects financed by the Foundation as lead partner
Mandatory partnership:
- In addition to the leader, the partnership must include at least two other entities, of which one belongs to the Third Sector
- Third Sector Bodies, public institutions (Municipalities, Regions, ATER, social housing agencies)
- Businesses, religious bodies, real estate agencies, support administrators
- The participation of for-profit entities must be aimed at providing skills, not for profit
Additional requirements: Each subject (single or networked) can submit only one investment proposal. The submission of multiple applications will result in the inadmissibility of all applications. Mandatory co-financing to be paid by the proponent: at least the 20% total cost.
Type of interventions:
Housing interventions:
- New housing integrated into the urban fabric or recovery of unused public/private real estate
- Flexible models that guarantee autonomy and privacy, also through forms of collaborative living
- Shared cohabitation agreements and cost sharing to make the beneficiaries responsible
Escort services:
- Individualized paths for economic and social autonomy
- Housing mediation, search for accommodation, proximity networks
- Strengthening the skills of Third Sector operators in real estate and social management
Territorial regeneration:
- Building redevelopment/renovation (max 40% of the requested contribution)
- Energy efficiency, creation of common spaces
- Work can be completed by 12 months; authorizations obtainable by 6 months from approval
Eligible expenses:
- Costs for paid staff employed in project activities
- Social support services, housing mediation, operator training
- Redevelopment/renovation interventions (max 40% of the requested contribution)
- Energy efficiency, maintenance, plant adaptation
- Communication costs, monitoring and evaluation
- Housing management costs and community engagement activities
Ineligible expenses:
- Purchase or construction of real estate
- Renovations greater than 40% of the contribution
- Proposal design costs, website creation, structural expenses (rents, utilities, insurance)
- Financial charges, meal vouchers, catering, notary fees
- Costs without monetary outlay (valorisation of volunteering, properties made available)
- Flat-rate or self-certified expenses, invoices between project partners
- Expenses incurred before the formal start of the project
Resources available: The total resources made available by the Foundation with the South for the tender amount to € 5 millions; maximum that can be requested: €600,000 per single project.
