The MASAF Ministry with an endowment of 1 million euros supports the agricultural sector for photovoltaic panels

It has been enacted, in data 21 July 2023, the new Notice pursuant to the Decree of the Minister of Agriculture, of food and forest sovereignty n. 211444 of the 19 April 2023.
The Notice concerns the financing of photovoltaic systems to be installed on buildings for productive use in the agricultural sectors, livestock and agro-industrial, with the residual resources of the PNRR M2C1 I measure 2.2 “Agricultural Park”.
Financial allocation:
1 billion euros for non-repayable contributions
In particular:
– 700 millions of euros will finance non-repayable contributions of up to 80% for primary agricultural production companies for the installation of systems intended for self-consumption;
– 150 million euros, up to 80%, for companies in the agricultural product processing sector, for the installation of systems not necessarily intended for self-consumption, with the possibility of selling the energy produced on the market;
– 75 million euros for non-repayable contributions of 30%, in favor of agricultural enterprises producing primary agricultural production, for the installation of systems not necessarily intended for self-consumption, with the possibility of selling the energy produced on the market;
– 75 millions of euros will finance non-repayable contributions of 30% for the sector of transformation of agricultural into non-agricultural products, who will be able to install photovoltaic systems without the restriction of self-consumption, with the possibility of selling the energy produced on the market.
Over-the-counter selection procedure (or over-the-counter procedure) of the proposals that meet the minimum participation requirements identified according to the chronological order of sending, based on the achievement of threshold values ​​and available financial resources.
GRANTABLE CONTRIBUTION
The total maximum eligible expenditure per beneficiary cannot in any case exceed the amount of 2.330.000 euro (two million three hundred and thirty thousand euros/00).
Table 1A: Aid for investments in tangible assets and intangible assets in agricultural holdings connected to primary agricultural production maximum, 80% at a loss.

Tabella 3A: Aid for investments in the processing sector of agricultural and non-agricultural products, exempt pursuant to the regulation (UE) n.651/2014, massimo 30% at a loss.
OBJECTIVE

Incentive for the construction of photovoltaic systems to be installed on buildings for productive use in the agricultural sectors, livestock and forestry, both for self-consumption and for the sale of the energy produced on the market.
BENEFICIARIES
– Agricultural entrepreneurs (individually and in association);
– Agroindustrial companies;
– Cooperative agricole.
Among the main innovations of the new tender:
– introduction of the new type of shared self-consumption;
– participation of companies in aggregate form;
– possibility of creating photovoltaic systems on the roofs of agricultural buildings with power up to a maximum of 1.000 kWp per system;
– doubling of the maximum allowable expenditure for storage systems up to 100.000 euro;
– doubling of the maximum allowable expenditure for charging devices up to 30.000 euro.
Each Beneficiary Subject may submit an o, in the case of separate projects, multiple proposals exclusively valid on a single Table, under penalty of inadmissibility of all Proposals submitted.
ELIGIBLE INTERVENTIONS
Installation of photovoltaic systems (peak power between 6 kWp e 1.000 kWp), can be placed alongside:
– Removal and disposal of asbestos from roofs;
– Creation of thermal insulation of roofs;
– Creation of a ventilation system connected to the replacement of the roof;
– Electric charging stations.
Applications must be submitted via the IT platform set up by the GSE implementing body, accessible from the GSE Customer Area starting at 12:00:00 of the day 12 September 2023 and up to the hours 12:00:00 of the day 12 October 2023.
It must be attached to the Proposal, under penalty of exclusion, copy of the valid identity document of the signatory of the declaration in lieu of affidavit and the documentation required by the Operating Regulations. Source: Ministry of Agriculture, Food Sovereignty and Forestry.
