New opportunities: funds for digital skills and job reintegration

Fund for the Digital Republic with a financial endowment of 25 million euros claims
training initiatives on digital skills.

The Digital Republic Fund promotes “Perspectives+”, the call finances innovative projects for
increase the digital skills of the unemployed and inactive (34-67 years), encouraging its redevelopment
professional and insertion into the job market. The planned initiatives include training courses
digital (basic and advanced), development of soft and life skills, beneficiary interception actions e
work orientation, also through the direct involvement of businesses.
The goal is to combat the digital divide, promote socio-work inclusion and contribute to
digitalization objectives of the PNRR and the European Digital Decade.
The duration of the project must be between 18 e 30 months.

Territory of intervention: interventions carried out in at least two Italian regions, with the possibility of extension
at a national level

Direct recipientsi: unemployed and inactive people, aged between 34 e 67 years. (the status of
unemployed or inactive is certified through self-certification by the beneficiary).

Proposing subjects:
Responsible party (leader):

  • Public or private non-profit entity
  • Consisting of at least 2 years
  • With registered office in Italy
  • It cannot be a trade association or trade union

Mandatory partnership:

  • And 3 a 8 total subjects
  • At least 1 partner in addition to the Responsible Party
  • Partner: public or private non-profit entities based in Italy
  • Partner for profit: admitted only for specialist contributions (digital training/onboarding
    working), with a maximum budget of 30% and based in Italy

Additional requirements:

  • Registration on the Re@dy platform
  • Presentation of articles of association, statute and financial statements of the latter 2 years
  • Only one proposal per subject (with exceptions for universities, research centers and public bodies)

Type of interventions:

  • Interception of beneficiaries: actions to identify and effectively involve people
    unemployed and inactive women targeted by the project;
  • Digital training: paths for the acquisition or enhancement of basic digital skills
    and/or advanced, consistent with the needs of the labor market;
  • Development of soft and life skills: training actions to strengthen transversal skills
    (communication, problem solving, team work, ecc.);
  • Loyalty and conciliation: measures to support ongoing participation and prevention
    abandonment, including any conciliation services (es. childcare, transport);

  • Orientation and placement: support actions for job placement, also through the direct involvement of businesses.

Eligible expenses:

  • Costs for employees/collaborators for project activities
  • Training expenses (teachers, materials, platforms, classrooms, equipment)
  • Costs for interception actions, orientation and placement
  • Conciliation services (es. childcare, transport) to encourage participation
  • Travel expenses, room and board for staff, collaborators and beneficiaries (are included in the costs
    indirect)
  • Purchase of software licenses (is included in indirect costs)
  • Costs for skills certification
  • Attendance allowance to beneficiaries: max 2,50 €/ora, until 350 € per beneficiary, exclusively
    in an indirect way (es. meal/shopping vouchers) and only upon completion of the journey (minimum frequency
    70%)

Ineligible expenses:

  • Planning costs for submitting the application
  • Invoices issued between partnership entities
  • Internship allowance (only activation costs are eligible)
  • Financial contributions for other projects
  • Expenses incurred by bodies external to the partnership
  • Creation/development of websites (only landing pages on existing sites allowed)
  • Costs without monetary outlay (voluntary work, properties on loan, ecc.)
  • Flat rate refunds, cash prizes, undocumented expenses
  • Expenses already reimbursed by other bodies
    Expenses covered by the 8% flat rate (indirect costs) they must not be included in the Activity Plan
    and Costs nor reported.

Resources available: Overall budget is equal to 25 millions. The contribution for each single project ranges from a minimum of 1 million euros to a maximum of 3 million euros.
Maximum unit cost per beneficiary: 3.500 € (including indirect costs).

Contribution/Financing: The contribution is paid in 4 tranche, of which an advance of 25%, con
reporting based on actual costs and a flat rate of 8% for indirect costs.
